As you know, in Fear, in the Meshes section, is an option called "Narration Sound", which lets you choose which piece of music you want to play during the pregame.
However, I am wondering if the following is possible:
Creating a new section, this one also includes the postgame success and failure music. I know it's possible, the thing is how hard would it be to code in?

If you're only making one level, or only want one new win and one new loss sound, you can replace the internal ones that the game uses for every level--I don't recall their exact names now, but they're as easily accessible as any other sound in Fear.

The whole purpose behind this request is to allow a single plugin with multiple levels to all have _different_ postgame tracks. Both for win and loss.

Use a trick.
Create a 2 seperate maps that end as soon as they start. One is the next level for win, one is next level for defeat. Then put your postgame narration/music there. Just an idea I had been thinking of using for awhile.
