I downloaded the "loathing debug.exe" Myth is 3, and when I run this message appears, why?

You're trying to run it in the M3 folder. No wonder if can't find the foundation tags
If you're trying to use loathing on M3 maps you're only going to have so much luck... that is to say, very little.
If my memory serves me correctly, all M3 maps start their life in M2 Loathing, getting basic mesh displacement and terrain painted on, but as soon as they're ready from that point they get moved over to Ballistic or Vengeance at the time, and have M3 attributes added to them (like 3d scenery and unit markers), and once this happens the map won't open in traditional loathing anymore. The other thing loathing was used for for M3 was the scripting for solo levels. I'm not sure how this worked exactly, perhaps they made a mockup version of the map in m2, placing stand-in units as markers, then converting the stand-ins as actual units in Ballistic? I'm not sure about the details of that, I never got into solo mapmaking for M3.
For m3 tags to open they have to be in a traditional local folder like m2 tags are in your m2 directory.

I can't vouch for the accuracy of this tutorial since I haven't used it personally, but I have no reason to think it's wrong - and it's the most complete M3 mapmaking tutorial I've seen. It does describe how/when to use Loathing.

They just made a hacked version but what Graydon said is still true.
