I have a new Windows laptop running the latest Windows XP. For some reason, when I click on "Install Myth" I get an hourglass and then nothing...
Any idea why this might be?

Is the Myth CD in a good shape? Have you tried it on other computers/laptops? Maybe you can change the compatability mode for the installer to Windows 98.

Yeah, I believe the installer needs to run in compatibility mode in order to work correctly? I know the Mac OS X update includes the ability to install from CD (since it would require classic which newer machines don't come with or support).
iirc you can install it manually anyway by just creating a directory, then dragging the tags folder across (better to drag the whole thing for faster loading times ), you don't really need the installer then as the update will give you the application, Fear and Loathing, server files and updated plugin files that you need.
The application will then create all other necessary files and folders for you.

I tried this and it did not work because "smackw32.dll" was not found...
There are plenty of copies floating around on the internet, but I am not about to install something from out of the blue...

The smackw32.dll should be on the CD. Browse the files and find it, and copy it into myth's directory.

just fyi Myrd, that file is not on my cd. I searched for it. I went ahead and downloaded this
http://www.dll-file.net/files/dll/smackw32.html
and put it in the myth directory and it worked fine.
