in all seriousness, this is most likely going to involve a number of questions back and forth so he really ought to ask this question himself if he expects to be properly helped
the short answer is that if he's behind an NAT router, he needs to forward port 3453 to his computers internal IP address, if he has a software firewall running on his personal computer, he needs to punch a hole in that firewall to allow traffic through on port 3453.
