Error: 'Exceeded maximum number of link requests' ?

Since there doesn't appear to be any information on this, I was wondering what Loathing means when it's importing a map script, and comes up with 'Exceeded maximum number of link requests'.

any (action_identifier) is considered a link. You are using too many of them.
do it.
