Where to get Amber or any tag creator

So I just finished creating a a ton of bmps for a Rabican model I want to use in a map I am creating, but I cannot find any programs to create the image tag files. Please can someone show me the way?

Oak can create collection tags. If you are still looking for it, let me know. As for Rabican, Iron made a Rabican unit years ago for Frenzy of the Damned.
