Tain Credits and Read Me Files

This has likely been addressed before, but wouldn't it be best to require that all submitted archives have a Read Me of some sort included?
As it is, some items on The Tain arrive with cryptic names and no indication of what they are, what they do, who created them, and so on.
It's especially annoying to have no read me when someone simply complies a bunch of preexisting maps or units together, puts their own name on it and doesn't even bother to credit the labors of the original authors. The courtesy of formally mentioning the people who actually made the stuff is something you shouldn't have to be told to do, but I reckon it's gone that way.
